The 27-year-old attacking midfielder has signed a one-year contract with Al-Khor for an undisclosed fee.
He will wear the No.7 shirt in the club.
Rafiei joined Iranian Persepolis football team in January on a six-month contract and played 14 matches for the Iranian giant, scoring four goals.
He was a member of the Iranian giant in the AFC Champions League.
Soroush Rafiei has made five appearances for the Iranian national football team.
