The Iranian-American took control of Team Melli last month and is preparing for three vital 2010 World Cup qualifiers in June.
Iran face North Korea, UAE and South Korea and need at least six points to qualify for South Africa.
Ghotbi named 41 players in the preliminary squad, though only 26 attended the first sessions.
"There's a positive ambiance in the team and I am fully satisfied with players' discipline in the camp. We've tried to create an environment where players can prepare themselves for the upcoming three matches in peaceful conditions", Ghotbi told reporters according to Persianfootball.com.
"We have tried to invite the best and most experienced players giving special attention to defensive and offensive lines where we had problems."
"The invited players have shown to be above my expectations. Undoubtedly they will improve day by day and will hopefully obtain the qualification with the support of our 70 million passionate fans", the 45-year-old added.
"I have noticed a great atmosphere in Iran over the last couple of weeks. There's now a positive view about national team amongst the fans."
Iran will warm-up for the matches with a series of friendlies.
“On Friday, we will have a warm-up match against Iran's U23 team followed by a friendly with either Iraq or Syria. We will then face China's national team and a first division Chinese club."
Since his appointment, Ghotbi has been spending his time travelling around Europe to watch Iran's legionnaires in action.
He was happy with what he saw.
"I observed (Mehdi) Mahdavikia's performance. He was one the best Frankfurt players despite not having played for three months. He is very ambitious and I found him to be in great shape. I believe that he can help the national team as a key player."
"I had a meeting with Javad Nekounam and Masoud Shojaei in Pamplona. They are two of Osasuna's best players. Both have great carachter."
"I also contacted Ferydoon Zandi and Andranik Teymourian. Both are in good condition. I believe that the legionnaires are a national asset. I have invited all of them and will benefit from their services in the remaining matches if they'll be fit."
