Team Melli edged past Russia 3-2 in Group B in Dubai’s Kite Beach Jumeirah.
Amirhossein Akbari, Saeid Piramoun and Hamid Behzadpour scored for the Iranian team, while Romanov and Zemskov scored for Russia.
Iran will meet Egypt in the competition’s semi-finals, while Brazil face Russia.
The tournament, which is organized by the Dubai Sports Council (DSC) and Beach Soccer Worldwide (BSWW), is being held in Dubai, the UAE from November 6 to 10.
